IT Capability Maturity Framework (IT-CMF)
IT Capability Maturity Framework from Innovation Value Institute is an IT management framework, providing an overarching model for organizing, planning and managing IT capabilities for on-going business value.
IT-CMF facilitates continuous performance improvement across the entire IT organization. It allows organizations to consistently deliver better business value and innovation. IT-CMF is designed to reduce complexity by systematically addressing IT organizational capability gaps, thereby leading to optimized value and innovation.
By using IT-CMF, IT Leaders can:
- Identify and prioritize gaps that are constraining IT performance.
- Develop clear roadmaps for improvement, execution and tracking benefits.

CAMP includes IT-CMF body of knowledge, therefore anyone can access the model, conduct assessments and plan IT capabilities using capability model and practices included the framework.

Body of Knowledge in CAMP
IT-CMF content is organized into a simple hierarchy with 35 critical capabilities (CCs) in 4 macro capabilities. Each critical capability consists of one or more categories. Each category consists of one or more capability building blocks (CBBs). Each CBB is described along a maturity scale of 1 to 5. A CBB have one or more questions. Each question has a response for each level of maturity. A CBB may have one or more practices for achieving a level of maturity. In addition of a description, the practice also includes associated outcome and metrics. The content also includes dependencies between critical capabilities. From a perspective of a specific critical capability, the dependencies can either be input dependencies or output dependencies.
In CAMP, critical capabilities are also called capability sets. Critical capabilities or capability sets are organized into clusters and domains. Clusters in CAMP are same as macro capabilities in IT-CMF. There is only one domain called IT-CMF. Any assessment at domain or cluster(s) in domain spans multiple capabilities. Thus, an IT-CMF Executive Assessment I same as assessing IT-CMF domain in CAMP.
Each critical capability or capability set is defined as set of one or more capability categories or capability classes. Each category or class is made up of one or more capability building blocks (CBBs) or capabilities.
In IT-CMF, the dependencies are defined between critical capabilities. CAMP allows the dependencies to be defined any where between capability maturity levels to critical capabilities.

IT-CMF content can be accessed through at-a-glance pages from the Insight menu.
Capability Page
- Access to capability maturity model, practices, questions, dependencies and maturity data.
- Export model into a spreadsheet for off-line access
Capability Portfolio
- Review the current maturity data for all or subset of critical capabilities and jump to the capability page of a critical capability of interest
Portfolio Maps
- Use Capability Framework for at-a-glance view of IT-CMF and select a critical capability for further review.
- Use Capability Heatmap for at-a-glance view of the maturity score across 35 critical capabilities. Select a different snapshot from the filter to see maturity distribution for a different year.
- Use Capability Dependency for visual navigation through input and output dependencies.

Extending IT-CMF
All aspects of IT-CMF content can be extended, reorganized or customized incorporating internal learnings and use cases.
Additional Practices
Select Capability Model under Portfolio menu. Select the critical capability to add or update practices.
Dependencies
Select Dependencies under Portfolio menu.
Select Provider: the “source” capability set. Navigate to select the capability set.
Select Consumer: the “recipient” capability set.
Load: display the capability model of the selected provider and consumer.
Click on the capability building block of the focus (consumer) capability to see the description and list of dependencies.
Drag and drop a maturity level from dependency capability table to box in Focus capability table. Add a comment on the nature or content of the dependency.
You may increase the width of the panel to see two tables side-by-side. Click the panel width or full screen options in the panel header to adjust the width.
Measures (KPIs)
Create value dials and measures from administration menu.
Associate select measures with a critical capability on the capability page under Portfolio menu.
Additional Point of Views
IT-CMF has a standard view with 35 critical capabilities organized under 4 macro capabilities or clusters. To create addition point of views, i.e. collections, domains and clusters, review the information Organizing Capability Models.
